With reference to my telegram of the 12th and your reply of the 14th instant, I have the honour to inform you that arrangements can be made for the temporary transfer of Mr. R. F. Johnston to Weihaiwei, and that he will proceed thither as soon as the Commissioner reports that his services are required.

2. It is understood that he will be seconded for one year to Weihaiwei and during that time will cease to draw salary from this Government; and that Weihaiwei will contribute towards his pension in proportion to the duration of his service there. He will continue to contribute to the Widows and Orphans' Pension Fund on the basis of his present substantive salary.

3. With regard to the appointment of Mr. Cowan to act as Emigration Officer for the Transvaal at Hongkong, I venture to draw your attention to the fact that this Government has not been consulted on the matter of his appointment, and that if I had been so consulted I should have recommended the
